Analyzing Latvia’s transit corridor at the State level, it must be noted that Latvia, as a priority,recognizes the development of an effective, secure, multi-modal, balanced; environmentally friendly and competitive transport system. The main goal for the sustainable development of Latvia’s transport is to fully integrate Latvia’s transport infra-structure with the Trans-European multi-modal transport system. Special attention is paid to developing coastal shipping and combined transportation. Promotion of ferry traffic in the Baltic Sea is, and will be, emphasized further by involving Latvia’s ports. The priority is to construct and develop industrial and distribution parks. In developing the transport and energy infra-structure of the European Union, essential conditions are:- the effective use of the transport and energy network; the development planning from the economic point of view, taking into account established goods and passenger transport corridors; and, the development potential of economic relations between the European Union and its neighboring countries.
"Via Baltica" is the most important transport corridor which traverses Latvia in the North – South direction. "Via Baltica" is the European transport corridor also known as motorway E67. It connects such European cities as Helsinki – Tallinn – Riga – Kaunas – Warsaw / Riga – Kaliningrad – Gdansk. The most significant investment in the development of the "Via Baltica" motorway was made by using the European Union pre-accession financial instruments of PHARE and ISPA.
Latvia is involved in the international railway project "Rail Baltica", with the purpose of exploring the possibilities for renewing railway traffic on the "Via Baltica" route. It must be admitted that all countries involved in the project, as well as Germany, have arrived at an agreement for the necessity to reconstruct railway traffic on the Helsinki – Berlin route. The railway project "Rail Baltica" is also included in the list of priority projects for the European Union’s transport infra-structure for the period up to 2010.
